Laying out plan for the disabled persons' rehabilitation, education, employment and social security

The third working conference for Shenzhen disabled persons’ cause was held yesterday (April 23,2007) to sum up the implementation work of Shenzhen disabled persons’ cause during “Tenth-Five Year plan”, and lay out for the "Eleventh Five-Year Plan". Vice Mayor Li Ming had an important speech and SZDPF president Gao Jianwei made a working report. Vice secretary-general  Huang Guoqiang presided over the meeting. Leading members from related departments expressed their opinions on how to improve the work for the disabled persons at the meeting.

Vice Mayor Li Ming said at the meeting that the next step is to have three "focus": focus on the development of the disabled persons’ cause with a modern structure. Focus on the forming of the disabled persons’ cause with more perfect service and more protection. And focus on the contributing and sharing of the disabled persons’ cause.

According to SZDPF president Gao Jianwei, Shenzhen will establish and perfect services system for the disabled during the “Eleventh Five-Year Plan" period. All disabled persons then will have access to rehabilitation services and education, training services. The city will also establish and improve a social security system to ensure that disabled persons will have access to rehabilitation, education, employment, sports, medical, pension, special assistance and other support. And it will establish and improve the management system for the disabled as well. During the “Eleventh Five-Year Plan" period, disabled persons in Shenzhen will take the lead in Guangdong province with a well-off standard of living.

Meanwhile, Shenzhen will strengthen the living environment, public transport and information exchange during the “Eleventh Five-Year Plan” period. Shenzhen municipal television will offer sign language news program. 25 barrier-free public bus and 100 accessible taxis will be put into operation. Compulsory education enrollment rate for disabled children will be up to 100% and disabled employment rate up to 90%.
