2007 SZDPF Summarization Meeting

2007 SZDPF Summarization Meeting was held at Shenzhen Guesthouse January 18, 2008. SZDPF council members, serving SZDPF cadres and workers and retired cadres attended the meeting. SZDPF president Gao Jinawei presided over the meeting.

Gao Jianwei, Secretary of SZDPF Party Leadership Group and president,made an important report to generally review and summarized the work of 2007 at the meeting.

With the aim of Everyone Has Right to Enjoy Rehabilitation Services, and according to the require of carrying forward the humanitarian spirit, developing the disabled cause and protecting the legal rights and interests for the disabled in the general trend of society construction, Shenzhen develop community services and social security and work management for the disabled, and accelerate the modernization process for the disabled cause. The disabled work has made new development and new breakthrough in greater scope and field with higher level. The disabled work in the city has upgraded and developed in social services, social security, comprehensive service capabilities, work management, social environment, cultural development, livelihood and welfare 2007.

SZDPF president Gao Jinawei made deployment and gave opinions and demands at the 2008 working report. She stressed 2008 is the important year to in-depth implementing the 17th CPC National Congress spirit, the important year to promote the medium-term target in 11th Five-Year Plan of the disabled cause and the important year to achieve the standard of Shenzhen aim of Everyone Has Right to Enjoy Rehabilitation Services. The guiding ideology and general requirements to the disabled work are: in-depth studying and implementing the 17th CPC National Congress spirit, recent CDPF meeting spirit, recent CPC Guangdong Provincial Committee Congress spirit and recent CPC Shenzhen municipal Committee Congress spirit; with scientific developing outlook to lead overall development of disabled cause and through generally studying and discussion of emancipating mind, comprehensively promoting the disabled work into the social construction and social management; with social services expanding in breadth and depth, earnestly solving the most concerned, most direct and most practical interests for the disabled and comprehensively fulfill required annual tasks of the disabled cause 11th Five-Year Plan; so to contribute to the construction of harmonious Shenzhen.

The report said: the greatest breakthrough and work characteristics of disabled work in 2007 are Two Coverages and One Integration. The first coverage is coverage of disabled work to entire community; the second is coverage of disabled services to all persons with different disabilities. That fully embodies the emphasis, support and love of the municipal government for the disabled. The integration is: integration of resources highlighted. Disabled working commission member units in the city regard the disabled work as shares of their tasks and responsibilities to overall develop.

There are four key of work in 2008. First, the construction of social services system. We should accomplish all tasks for the aim of Everyone Has Right to Enjoy Rehabilitation Services and to develop a balanced education construct employment service system for the disabled. Second, the construction of a social security system. We should improve the social security, protect rights and interests and strengthen the building of laws and regulations, strengthen the building of barrier-free environment, strengthen infrastructure construction services and greatly promote a civilized and harmonious social environment for the disabled. Third, the construction of work management system. We should enhance professional personnel and comprehensively promote information technology development, actively explore innovative mechanisms, establish and perfect the disabled work and service in management norms and standards. Fourth, the construction of organization. We should in-depth and sustained advance studying and implementing the 17th CPC National Congress spirit and Eighth Session of the Fourth CPC Shenzhen municipal Committee spirit, and to complete the job of office-term shift of municipal and district DPF and specialized associations according to requirements.

SZDPF leader Li Xianfeng read out the decision to commend SZDPF advanced workers of 2007. 39 members of SZDPF were awarded at the meeting.

SZDPF vice president Zhu Shaoming conveyed the studying and implementing spirit of recent CDPF meeting and National disabled working conference.

SZDPF vice president Huang Suning arranged the plan for further studying and discussing on Emancipating Mind.
