A working meeting on Everyone Has Right to Enjoy Rehabilitation Services for Shenzhen disabled persons was held at Shenzhen citizen center January 22 2008. Shenzhen vice mayor Li Ming was present at the meeting and made an important speech. Relevant leading member from Health Bureau, Civil Affairs Bureau, Education Bureau, Finance, Labor and Social Security Bureau, Public Security Bureau, SZDPF, district government and district DPF attended the meeting. Chen Yuming, deputy secretary general of the municipal government presided over the meeting.

Gao Jianwei, vice director of Shenzhen disabled work commission and president of SZDPF, at the meeting gave a report on the working progress of Everyone Has Right to Rehabilitation Services. The report said Shenzhen has made a great achievement in the work. Around the aim of Everyone Has Right to Enjoy Rehabilitation Services, Shenzhen in recent years has taken a number of measures to promote and improve disabled rehabilitation services with the principle of Government-led, Community cooperation, Social participation and Resource sharing. With a three-tiered organization of leadership and management and examining programmer and index system, Shezhen has set up experts groups for the instruction. With informing, assessing and referring systems covering seven departments such as Health and Civil Affairs departments, and a four-tiered rehabilitation services network, Shenzhen has established or integrated over 700 rehabilitation institutions. With outstanding results, all six districts in Shenzhen through the national or provincial examination and acceptance by experts group of community-based rehabilitation demonstration zone in 2007.

President Gao Jianwei made views on the next step. She proposed in order to achieve the city's Everyone Has Right to Rehabilitation Services, and the smooth acceptance by State, Shenzhen should attach importance to the following tasks: strengthening leadership at all levels to provide  organizations working; clear responsibility to ensure all jobs put in place; strengthening working team to enhance service quality; consolidating results of Demonstration Zone to enrich and improve various services; seriously checking to find out deficiencies and make up for them; meticulously organizing to meet the check and acceptance.

Leading members from relevant departments also gave reports on the work progress and plan at the meeting.

Vice mayor Li Ming gave specific work instructions at the meeting. He pointed out that all levels should unify understanding and attached great importance to further emancipate minds and change ideas. Everyone Has Right to Enjoy Rehabilitation Services is an important component of the overall construction of a well-off society, and also an important benchmark of social equity.17th CPC National Congress has proposed: carrying forward the humanitarian spirit, developing the disabled cause and achieving everyone has right to enjoy primary health services. That guides us advance the disabled cause.We should develop the social economy and develop the social and welfare service as well. We should put the rehabilitation for disabled persons into economic development planning and into work examination target at all levels. We have made a great achievement in overall disabled rehabilitation, but there are still inadequacies. Every district should self-evaluate and prepare before the coming of the inspection group, seizing the opportunity and integrate all of our resources to implement the disabled rehabilitation into basic-level and promote and improve long-term mechanism for the rehabilitation working.

Vice mayor Li Ming hoped: everyone work together to ensure Shenzhen successfully through the inspection and acceptance by National expert group and achieve the aim of Everyone Has Right to Enjoy Rehabilitation Services for the disabled.
