Shenzhen Social Insurance Trial Measures for Disabled Persons (the Measures) put into practice this month, marking Shenzhen become the first city of the country in social insurance covering with all disabled persons. It was reported that all disabled persons with Shenzhen household will be brought into social security system. The city will arrange more than 20 million RMB yuan from employment guarantee of disabled persons each year as social insurance subsidies to about 24,000 unemployed or difficult disabled persons.

Shenzhen Municipal Labor and Social Security Bureau Secretary Guan Lingen and SZDPF president Gao Jianwei said at the information conference that the Measure open up the national precedent, not only ensure the employment disabled persons to get social medical and pension insurance, but also unemployed disabled persons, disabled self-employed individuals and even disabled persons with minimum protection or severe disabilities can get medical and pension insurance with government subsidies.

According to reports, medical rehabilitation and pension issue has been the most concerned and the most worrying problem to the disabled. Shenzhen Municipal Labor and Social Security Bureau and SZDPF on the issue of the disabled participating in social insurance, has carried through investigation and after repeated research and demonstration, Shenzhen Social Insurance Trial Measures for Disabled Persons has got examination and approval by the city government and put into practice on April 1.

There are four innovations and bright spots in the practice of the Measure. It helps the disabled to solve problems in life difficulty and medical rehabilitation, and their worry about medical and pension issue.
